Soft Market Test for Provision of Cashless Parking System
Notice Description
City of Sheffield Council provides on street parking, which provides both cash and cashless payment methods. Currently, the council operates both on and off street parking bays in the City. Currently the council offers cashless and cash parking in the city centre, and cash only in the peripheral parking zones (PPZ). The breakdown of current bays is 1900 in the city centre and 6393 in the PPZ. The Council's cashless provision has been in place since for a number of years and is an established contract. The Council requires a Service Provider who is able to deliver a robust implementation which ensures continuity of service during the ending of the current service provider and the new one during the implementation phase. The Council is seeking a Service Provider who is able to grow the current cashless provision and is able to significantly increase the number of cashless transactions, which currently accounts for circa 35% of total receipts, with an expectation of a minimum 5% increase each financial year. The Council expects the service Provider to deliver an excellent customer experience and enhance the way in which customers engage with the Council when using cashless payment methods. The Council's is keen to see an increase the uptake of motorists using the Cashless/mobile telephone payment system in order to reduce cash collection costs and provides additional payment options to our customers. In turn leading away from the current predict and pay approach and ensuring customers have longer dwell time in the city rather than rushing back to feed the meter. There is an expectation that this contract will deliver year on year growth
