Summary of the contracting process

Sunderland City Council is conducting a tender process for its ECOFLEX Scheme, aimed at appointing up to three contractors approved under the Energy Company Obligation (ECO) framework. This procurement falls under the public utilities category, specifically targeting energy and related services. The tender was published on 26th August 2020, and interested parties must submit their applications by 10th September 2020. The appointed contractors will be expected to deliver a comprehensive ECO Flex Customer Journey, starting from referral generation to installation and reporting of outcomes, with operations commencing no less than seven days prior to the eligibility criteria’s publication on 1st October 2020.

This tender presents a significant opportunity for businesses specialising in energy services and installation, particularly those with experience in managing referrals and adhering to strict operational guidelines set by local authorities. Companies capable of generating their own client referrals, preferably within designated postcode areas, will be particularly well-suited to compete. With the contract period spanning from October 2020 to September 2022, successful bidders can anticipate ongoing work in the growing energy efficiency sector, contributing to sustainability objectives and community support initiatives.
