Summary of the contracting process

Westminster City Council and the Royal Borough of Kensington and Chelsea are currently in the planning stage for the tender titled "Statutory Advocacy Services for Adults Market Engagement," which is set to conclude by the 25th of April 2022. This tender focuses on the provision of community health services in London, specifically advocating for eligible adults. The previous contracts for these services are due to expire on the 31st of March 2023, necessitating a retendering process to ensure compliance with statutory requirements while maintaining high standards and deriving value for money. Interested parties are encouraged to register their interest and participate in upcoming market engagement opportunities, which will provide insight into the tender's specifics and requirements.

This tender presents significant growth opportunities for businesses specialising in community health services, particularly those with expertise in statutory advocacy. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations are encouraged to compete, as their experience in delivering similar services may align well with the authorities' needs. Engaging in this process could not only enhance service delivery for vulnerable adults but also strengthen the participating businesses' market positions as providers of essential advocacy services.

Notice Title

Statutory Advocacy Services for Adults Market Engagement

Notice Description

1.1. Westminster City Council and the Royal Borough of Kensington and Chelsea will be embarking on the recommissioning Advocacy Services. These will expire on the 31st March 2023. Jointly, the Authorities are looking to retender this service to continue fulfilling the statutory requirements to deliver Advocacy provision to eligible Adults, whilst deriving value for money and maintaining current high-quality standards. The contract will also encompass the provision of out of borough IMCA and Deprivation of Liberty Standards paid representatives. Under the new service model, a Lead Provider would be contracted to provide Statutory Advocacy Services for Adults. This requires the provision of skilled advocates, with specialist knowledge and training. With this shift, we want to host a series of engagement opportunities with existing and potential providers, which includes the completion of a questionnaire and a market engagement event. Organisations with experience of delivering these types of services will also be invited to attend a supplier engagement which will provide further insight of the requirements, the services, indicative time scales and procurement approach.
