Summary of the contracting process

The public procurement process conducted by the Mining Remediation Authority centred around the "Cwmystwyth Planning and Design" project, focusing on technical planning services within the industry category. This procurement aims to reduce metal loadings entering the Afon Ystwyth from the Cwmystwyth site, targeting improvements in water quality and environmental benefits in Wales, United Kingdom. The procurement followed a selective method as a call-off from a framework agreement, and the contract period spans from 15th January 2026 to 31st December 2027. The tender was at the award stage with a completion status as of the last update on 20th January 2026, and it was valued at £421,540. The supplier chosen for this project is Jeremy Benn Associates Ltd.

This tender presents significant opportunities for businesses specialising in environmental planning and remediation services, particularly those focused on ecological betterment and water quality solutions. Companies with a strategic interest in collaborating on projects that require stakeholder engagement and minimal ecological impact would find this project highly compatible. Furthermore, since the tender is suitable for small to medium-sized enterprises, it opens the door for such companies to establish credentials in the technical planning services sector, particularly within the environmental governance framework of Wales, facilitating both immediate project engagement and longer-term business growth potential.

Notice Title

Cwmystwyth Planning and Design

Notice Description

The principle, long term objective of the Cwmystwyth project is the reduction of metal loadings entering the Afon Ystwyth from the Cwmystwyth site. The proposed works aim to significantly reduce (by up to 50% immediately downstream) concentrations / loadings of dissolved lead and zinc in the Ystwyth, as well as a significant (but currently unquantifiable) reduction in the amount of fine grained, metal rich sediment newly entering the main river system through erosion of exposed spoil and in channel deposits at Cwmystwyth (and associated dissolved phase contamination from leaching). The works aim to directly improve a stretch, estimated at 7km, of the river downstream of Cwmystwyth. Project objectives are to: * Deliver water quality betterment in the receiving waterbody that will achieve wider environmental benefits. * Maintain and enhance the natural environment and the well-bring of the community. Helping to achieve NRW Well-Bring Objectives and Environment (Wales) Act duties. * Engage the community and internal and external stakeholders to deliver an acceptable solution. * Minimise impacts to ecology and heritage - the site has numerous high value and sensitive environmental receptors and has 5 formal environmental designations and linked hydraulically to three more designated sites.
