Notice Description

THE CORPORATE OFFICER OF THE HOUSE OF LORDS AND THE CORPORATE OFFICER OF THE HOUSE OF COMMONS acting jointly (the "Contracting Authority") seeks to appoint a suitability qualified and experienced Consultancy practice to further develop Parliament's Business Resilience Plans (Authority's RFP reference: GSV1713).The Contract will be let under the Authority's General Terms and Conditions for services. The engagement is planned to commence in July 2018 (subject to Parliamentary Security Clearance of the successful Consultant's proposed team) and will end in September 2019. Parliament has comprehensive and robust plans to respond to any scenarios that could impact on Parliamentary business. We are looking for a Consultant to further enhance these plans. The appointed Consultant will work closely with the Resilience & Emergency Planning Team to enhance plans designed to address a number of scenarios that could impact on Parliamentary business. The Consultant will be required to liaise with internal stakeholders at all levels and third party contractors. Stakeholder engagement will involve supporting the Resilience & Emergency Planning Team in drafting papers and in making presentations. Economic operators that may wish to participate in the tender process will have to accept and sign a Non-Disclosure Deed with no qualifications in relation to treating all information shared in complete confidence. The Statement of Requirement containing full details of the requirement and plans that have already been developed will only be issued on receipt of a correctly executed NDD. The appointed Consultants will be required to comply with the HMG Baseline Personnel Security Standard (BPSS) pre-employment checks for staff they propose to fulfil this Contract. This will be in line with Cabinet Office guidance on BPSS and the Home Office code of practice on preventing illegal working. Further information is also provided in the e-tendering portal https://in-tendhost.co.uk/parliamentuk/aspx/BuyerProfiles, including guidance on obtaining security clearance for personnel working on the Parliamentary Estate or having access to the Authority's IT network. The Authority will provide all economic operators that have signed the NDD the opportunity to attend a briefing at our offices on 04 June 2018 ahead of the tender closing date on 12.00pm, 11 June 2018. Additional information: Suppliers are required to download the Non-Disclosure Deed (NDD) from the portal before accessing the tender documents. The NDD must be submitted as a correspondence and a declaration must also be submitted, stating that the NDD has not been modified. Access to the tender documents for GSV1730 will not be granted until the signed NDD has been received. The NDD will be accessible at the Houses of Parliament's e-procurement portal: http://in-tendhost.co.uk/parliamentuk. Tender submissions must be uploaded to the e-procurement portal; electronic responses submitted via e-mail are not acceptable.
