Notice Description

The Home Office Biometrics (HOB) Programme wishes to enter into a market engagement exercise for its potential requirements for fingerprint devices, fingerprint capture software, and frontline law enforcement agency workflow / process management, known as the Strategic Mobile Solution. This is a consultation exercise (via a Questionnaire to be issued to interested Suppliers followed by potential One-2-One engagements) intended to solicit feedback on the feasibility and market appeal of an approach to procuring and building the new services. Responses to the Questionnaire and feedback from potential supplier 1-1-1 meetings will be used to help refine the Home Office approach to delivering the new services. The programme's objectives for this market engagement exercise are to: * To test the capability and capacity of the marketplace (if any) to meet the HOB S-Mobile Project's current requirements and how this may affect the eventual procurement strategy. * Follow-up on the previous informal feedback from the marketplace through informal ME to test its previous key findings. Where possible seek to identify further appropriate evidence in support of (or against) its key findings; * To further analyse the extent of market competition or not; * To provide the market with an opportunity to find out about the project requirements and general direction at an early stage; * Give suppliers a view of the HOB Programme's high level requirements for the proposed Strategic Mobile Solution and solicit feedback on the requirements. * To get an indication of the likely value-streams the Market may utilise in delivering appropriate solution option/s and their likely cost model values; * Give the market an opportunity to indicate their interest in the Project and/or provide feedback on the feasibility of the Project's requirements; * Encourage market interest in bidding for the potential procurement, and * Help inform the Project in delivering an appropriate and value for money procurement strategy. * Solicit feedback on how the HOB Programme's technical and commercial approach to delivering the proposed Strategic Mobile Initiative may be refined with alternative and innovative value for money approaches. * Understand any concerns suppliers may have about the approach being considered; whether there are any major risks, issues or challenges present in the approach being considered and how these might be avoided. * Ensure that any potential Strategic Mobile Solution procurements in the future are fair and unprejudiced competitions which suppliers feel encouraged to participate in. If you would like to participate in this informal market engagement, the Home Office invites organisations to download and complete the NDA attached to this Notice and submit via email to Gavin.Hall@homeoffice.gsi.gov.uk. Additional information: Once the NDA is registered you will be sent the Questionnaire by email to complete the questionnaire response and participate in the potential supplier 1-2-1 meetings with the HOB Strategic Mobile Project team. The Questionnaire will need to be completed by Friday 2nd June 2017.
