Summary of the contracting process

The Kent County Council is planning a tender for the "Highway Terms Services Commissioning Programme," aimed at acquiring highway maintenance services through a competitive process. This initiative falls under the category of 'Highway maintenance work' and covers a broad area within the South East of the United Kingdom. The contract is set to commence from 1 April 2021 and will remain active until 31 March 2022, with a total budget of £45 million. Key dates include a forthcoming notice for interested suppliers scheduled for 2 March 2020, and the finalisation of contracts and mobilisation expected to begin in January 2021. The current contract with Amey is due to expire on 31 May 2021, marking the completion of a decade-long service provision period.

This procurement presents significant opportunities for businesses specializing in highway maintenance, particularly small and medium-sized enterprises (SMEs) that are well-suited to offer innovative solutions and localised services. Companies involved in areas such as winter service provision, drainage maintenance, general upkeep of highways, and construction of civil schemes may find this tender particularly advantageous. Suppliers keen on participating should express their interest through the Kent Business Portal, where they can engage with the council to shape the forthcoming contract specifications and potentially increase their market share within the public sector.

Commissioning options are set out within a Cabinet Report (attached) presented on the 27 January 2020. This includes: * Commissioning a countywide core contract * Commissioning two/three core contracts * Commissioning separate countywide specialist services The Council intend to issue a call or a number of calls for competition in line with the developed procurement strategy in the Summer of 2020. It is anticipated that contracts will be awarded and subsequently start the mobilisation period(s) from January 2021. Contractors who wish to express an interest (EOI) must do so via the opportunity listed on the Kent Business Portal.
