Notice Description

The Council wishes to appoint provider(s) for Supported Family Accommodation. The open framework will provide supported accommodation for families. Appointed providers will provide and manage good quality accommodation and provide short term support to households referred into the accommodation to help them recover from homelessness and move on to sustainable housing (usually to meet VII Homelessness Duty). The majority of households will have low support needs, however, some may have a range of needs including mental ill health, substance misuse and psychological trauma. Providers will also need to assist families to settle into new tenancies and make their move out of supported accommodation successful. The Council is seeking accommodation in family hostels (mainly for smaller families) and dispersed flats and houses. Providers will need to have access to suitable accommodation, including relevant planning consent. The procurement process being used for this project is that of a revised Dynamic Purchasing System (DPS). The revisions are that new bidders will be periodically evaluated instead of evaluation commencing as soon as bid is submitted. Council intends to let an initial call off contracts in conjunction with letting the Open Framework. These contracts will commence on 1st April and will be for three years. The Council is seeking a minimum of 20 units in a hostel located in the south of the city. The remaining units will be dispersed accommodation with no more than 20 units in the south of the city.
