Summary of the contracting process

NHS Digital is initiating the procurement of a "Service Management Communications Tool". This tender falls under the software package and information systems category and is scheduled for the planning stage, with market engagement set to be published by 30th November 2017. The procurement process aims to establish a new communications application that will meet the needs of various key NHS services. The timeline indicates an intention to go to market in November 2017, with a goal to select a supplier by the end of March 2018. The overall budget for this procurement is £60,000 for the 2017/2018 fiscal year, and the service is expected to be operational from February 2018 until February 2020.

This tender presents a substantial opportunity for small and medium-sized enterprises (SMEs) that specialise in software development and communication applications, particularly those familiar with the healthcare sector. Competitors need to demonstrate technical capabilities in delivering bespoke or off-the-shelf solutions that facilitate efficient information dissemination across multiple platforms, such as email and mobile apps. Interested suppliers should respond to the Request for Information by 15:00 on 8th November 2017, showcasing their solutions and approach to implementation and maintenance costs, thereby promoting potential collaboration with NHS Digital.

Notice Title

Service Management Communications Tool

Notice Description

REQUEST FOR INFORMATION ONLY. The purpose of this Request for Information (RFI) is to determine the procurement approach for the services described below, and is not an Invitation to Tender. NHS Digital is procuring a new communications application, capable of quickly disseminating information to targeted self-subscribed recipients across a number of mediums, including but not limited to email, SMS, webpage and mobile app. The tool would consolidate a number of current applications which underpin and support major IT services in live operation, including NHS Spine Core, CIS, e-RS, GPSoC services, HSCN, NHSmail and key Data & Integration services. Within the delivery timescale and scope of Paperless 2020, it will accordingly underpin all Paperless 2020 systems to be delivered into live operation and allow these systems to be fully supported. NHS Digital requires more information in order to determine the scope and likely shape of the work, in order to formulate a comprehensive brief for suppliers. We are therefore conducting this market engagement exercise. Please see the attached requirement document, which sets out a) the background to this work, and b) the system, and user requirements as currently envisioned. Timescales are subject to change; however, the intention at present is to go to market in November 2017 in order to have a supplier in place by the end of March 2018. Market Engagement Questions 1) ROM costs Please give an indication of estimated costs for this requirement, including: * Costs for implementing and delivering the tool * Maintenance costs If applicable, please indicate the variation in costs between building a bespoke solution, providing one 'out of the box' or customising an existing tool. 2) Bespoke/ready-made solution Please comment on the suitability of your existing products to meet the attached requirements, in particular: * Which elements of the requirement, if any, are specific to NHS Digital and differ from the needs of your existing customer base? * How much development would your existing products need to fit these requirements? * What would be the benefits, if any, of a bespoke solution? * If bespoke, what would the timescales for build be? * Please can you provide a brief indication against each requirement in the 'User Requirements' tab within in the attached document whether you can: a) Can meet the requirement b) Can meet the requirement but not in the timescales indicated in this RFI c) You cannot meet the requirement We are not asking for a detailed response, but a brief indication against each requirement. 3) Suggestions for development, customisation and collaboration * Would you suggest any additional requirements/development/ future proofing which would add further value to our business? Providers who wish to express and interest in this RFI process should submit responses to procmail@nhs.net referencing HCON01042. RFI responses should be submitted by 15.00 on 8th November 2017.
