Summary of the contracting process

The Department for Education is initiating the Holocaust Education Visits Programme to provide educational visits to Auschwitz-Birkenau and other Holocaust sites. This contract aims to enhance knowledge and understanding of Holocaust events among students and teachers in state-funded schools and colleges throughout England. The procurement is currently in the planning stage, with an engagement end date set for 31 December 2018. The programme is expected to commence on 1 June 2019 and run until 31 March 2022, with an option to extend for an additional 36 months, depending on supplier performance. The estimated contract value is approximately £6 million.

This tender presents significant opportunities for organisations involved in education and training services, particularly those with expertise in Holocaust education and a proven track record of conducting educational visits in Europe. Businesses, especially SMEs and voluntary community sector enterprises, that offer innovative educational programmes, project management capabilities, and risk management expertise will be well-placed to compete for this contract. Interested parties are encouraged to attend the briefing session on 8 October 2018, which will provide further insights into the programme and the tendering process.

DfE is seeking a Contractor to design and deliver a programme providing educational visits to Auschwitz-Birkenau and/or other Nazi concentration or death camps used in the Holocaust. The purpose of the programme is to raise students' level of knowledge and understanding of the events leading to the Holocaust, of the Holocaust itself; of its impact; and the importance of learning lessons from it about the need to tackle anti-Semitism and other forms of extremism. The Programme is intended to be delivered to students and teachers of state funded schools, sixth form colleges and FE colleges in England. It will prepare teachers and students for the visits and support and challenge them to carry out legacy projects in order to share their experience more widely. The Contractor must have proven expertise in providing education about the Holocaust and a track record of providing educational visits in Europe, ideally to Auschwitz and/or other Nazi concentration or death camps. The main responsibilities of the Contractor will be: * Designing and delivering preparatory sessions which increase participants' knowledge and understanding of the Holocaust, allow them to hear from Holocaust survivors and to prepare students and teachers for the visit to Auschwitz and/or other Nazi concentration camps; * Designing and providing educational visits to Auschwitz and/or other concentration/death camps for sixth form (key stage 5)students which increase their knowledge and understanding of the Holocaust, give them the opportunity to witness first-hand one or more of the locations where key events of the Holocaust occurred and provide an opportunity for reflection and commemoration; * Challenging and supporting participants to follow up their visit by undertaking legacy projects which share their knowledge and understanding of the Holocaust more widely in the school and the wider community and which champion the need to tackle anti-Semitism and other forms of extremism; * Ensuring that the Programme is independently evaluated; * Raising awareness of the events of the Programme, the Holocaust; the importance of tackling anti-Semitism and extremism, and the part that students and schools can play in that; * Project Management, including the management of risks and issues.
