Summary of the contracting process

National Highways Limited commissioned technical support for renewal of the safety-critical technology and systems in the A38 Saltash Tunnel. The work covers project and technical assistance, including checking designs to CAT3 standards, testing and installing the technology. The renewal is intended to replace systems approaching the end of their life and support resilience, efficiency and safe tunnel operation. The commission addresses programme challenges and a lack of a viable delivery programme under the principal contractor and subcontractor. The work is associated with the A38 Saltash Tunnel in Cornwall. National Highways says it does not have the expertise or capabilities needed to provide these services itself.

The procurement is complete and was awarded to AtkinsRéalis Jacobs Joint Venture on 29 September 2026. The award is valued at £424,591.12. The contract period runs from 1 October 2026 to 30 September 2027. National Highways used a selective process through a call-off from a framework agreement. The opportunity was identified as suitable for SMEs and voluntary, community and social enterprises. The stated requirement concerns technical support for the A38 Saltash Tunnel technology renewal; no separate lots or evaluation criteria are described in the available process information.

This award shows demand from National Highways for specialist technical assurance and delivery support on safety-critical tunnel technology renewals. A credible competitor for comparable work would need to demonstrate capability in reviewing designs to CAT3 standards, testing systems and supporting installation, alongside understanding of tunnel technology and the standards required to keep infrastructure safe and operational. Experience working with project programmes, principal contractors and subcontractors would also help address delivery challenges of the kind identified here. The work was placed through a framework call-off, so relevant framework access and the ability to meet its call-off requirements are commercially important. Although the awarded supplier is a large joint venture, the requirement was marked suitable for SMEs and voluntary, community and social enterprises, indicating scope for suitably capable smaller firms to compete in future.»} Normal? Notice Title

S30146 A38 Saltash Tunnel - Technical Support - Extension

Notice Description

The objective of this task is to ensure that the critical project and technical assistance including checking designs (CAT3), testing and installation of the technology on the A38 Saltash Tunnel renewal is as per required and to the specified standards. The service is being undertaken as part of the renewal of the current safety critical tunnel technology and systems which have been deemed end to be approaching the end of its life. The renewal should provide resilience, efficiencies and capabilities to allow the tunnels to operate and keep drivers safe. National Highways do not have the expertise or capabilities to provide the services required as part of this commission. The work aligns to the current programme and considers the challenges that have been encountered. However, this commission is required due to the lack of a viable and realistic programme which falls on the responsibility of the National Highways Principal Contractor and their subcontractor.
