Notice Description

Provide professional support and advice in relation to the issues noted in the report to Lambeth's Cabinet July 2014 and the current and on-going LAP Attending 8 MWC meetings to provide observations and advice on the LAP: tasks, KPIs, progress, performance and outcomes To attend the quarterly meetings of the Tenants' and Leaseholders' councils (8) and support residents to understand and engage in the delivery of tasks within the LAP To support the development of a quarterly audit of tasks and outcomes within the LAP To help develop consensus between Residents, Lambeth Living and the Council on the outcomes of LAP SMART targets, by providing the relevant facts and data Scrutinise 9 (nine) Major Works projects/proposals, to assess, for reasonableness and VFM: the need for the works; appropriateness of the technical solution; quality of proposed materials and service delivery against competitive market costs/ standards; and oversee the implementation of the works to ensure that their design and specification is being adhered to and that the specified material and equipment are indeed what the contractor is supplying and installing. Deliverables per project * A technical assessment, confirming (or otherwise) that the works were/are necessary and the solutions appropriate * An independent costing for the proposed/completed works * An assessment of the quality of completed works at key milestones, in relation to VFM A full typed technical report that provides evidence based critical analysis of the original proposals, commenting on suitability of the proposals, quality, omissions, unnecessary proposals, alternative options and other factors that will ensure improved VFM. This report will supersede the original proposals in scope, technical performance and cost where this provides superior VFM A full typed report in plain English that can be understood clearly by residents that explains the technical report and which shows options that may be available and costs A refined report in each of categories (i) and (ii) and a further oral briefing with residents once a more detailed validation survey has been done of those parts of the project which, without special arrangements for access (e.g. scaffold), can only be estimated Specific reports in technical terms and plain English at key performance indicator points and a completion report at the end of each stage of the project confirming that standards of implementation have met the specifications of the project and that work is complete and that the invoicing is correct
