Notice Description

A project was established to replace the current casework management system, which is life-expired. In early discussions the scope was expanded to include all customer contact and stakeholder management more generally. A wide range of development costs was given in early supplier engagement. We seek to reduce the uncertainty and gain better value for money by providing a more fully articulated set of requirements in the final tender documents and providing some information on process numbers and indicative process maps. The purpose of the work is to draft a specification for a new Contact Management System, comprising a detailed set of requirements and a set of as-is business processes, suitable for incorporation into an Invitation to Tender. We intend to use the requirements as they are constructed. The process maps will be a guide to potential tenderers on the scope and complexity of our processes, which the successful tenderer will be able to work with us to improve during an agile implementation. Objectives Deliver a specification for the Contact Management System setting out: * A detailed set of requirements for the system, including user needs functionality, and integrations * Which features are considered essential and which desirable, and * A set of process maps and other suitable descriptions, based on current working practice, of all the business processes within the scope of the CMS project. The specification must be sufficiently detailed to enable potential tenderers to understand what Ofwat is looking for with a minimum of calls for clarification. The specification must be sufficiently clear and detailed enough to enable potential tenderers to enter a tender price with the minimum of risk pricing included.
