Notice Title

University of Essex - Paternoster Modernisation Soft Market Testing

Notice Description

Later this year, the University of Essex will be seeking a suitably skilled and experienced contractor to undertake modernisation works on our Paternoster located within the Albert Solman Library at our Colchester Campus. Through the issue of this notice, we are seeking to understand market interest and capability in delivering the works, whether as a main contractor or sub-contractor. The Paternoster was manufactured by J&E Hall Ltd and has been in operation since the opening of library in 1967, the system serves 5 levels of the building and is utilised by staff and students. As a unique facility within the University the Paternoster modernisation scheme will look to preserve its character, charm and functionality whilst enhancing certain features for its continual operation. The selected contractor will be retained as the Principal Contractor for the works as defined under the CDM Regulations 2015 The modernisation works will generally consist of replacing and upgrading the control systems, replacement of parts including the sheaves, the suspension chains and overhauling selected elements such as the geared machine and cabins. The contractor will also be required to undertake all associated builders, mechanical and electrical works required to complete the modernisation scheme. The works will need to be programmed to be completed by, ideally, April 2020. There is potential to extend this to no later than June 2020, under controlled conditions. The University has retained the services of a specialist Lift Consultant who will be fulfilling the role of the Principal Designer and will be preparing the technical specification for the modernisation works. Any contractors and sub-contractors that believe they have the experience and capability to deliver these requirements should contact the below, in the first instance, including written details of experience and capability in working on Paternoster type systems, covering installation, modernisation, and maintenance. The University of Essex may then invite a number of such companies in for discussions that will inform the University approach to procuring the requirement. In addition, the University is also seeking expressions of interest from sub-contract manufactures of specialist equipment that would be utilised in this modernisation scheme, covering gear and chain manufacturing. Again, please contact the below with details of your experience and capability and you may be invited in for discussions, if required by the University of Essex team.
