Summary of the contracting process

The NHS Midlands and Lancashire Commissioning Support Unit is seeking expressions of interest for the provision of Learning Disability and/or Autism inpatient beds and crisis admission prevention services within the Lancashire and South Cumbria region. This procurement process is currently in the planning stage, with a key engagement milestone set for 23rd January 2019, which is the deadline for formal submissions. Learning Disability and /or Autism Inpatient Beds and Crisis Admission Prevention Expression of Interest NHS Midlands and Lancashire Commissioning Support Unit (CSU) are working on behalf of the Lancashire and South Cumbria Transformation Care Partnership who wish to engage in soft market testing activities for the above project. Commissioner requirements The Lancashire and South Cumbria Transforming Care Partnership seek to understand market interest in the provision of inpatient beds and crisis admission prevention services for people with a Learning Disability and/or Autism within the Lancashire and South Cumbria footprint. There is currently no specialist provision of inpatient beds for people with a learning disability and/or autism within the Lancashire and South Cumbria footprint. People that require this specialised, inpatient support are placed in out of area services. It is a requirement of commissioners that the bed model is delivered in Lancashire and South Cumbria and in line with national guidance and to the national NHS service specification for such beds and for our area, the modelling suggests a requirement for 14 assessment and treatment and 10 rehabilitation places. A recent bid for capital to support the model was unsuccessful therefore the commissioners are seeking to understand the market interest in both the provision of a service and estate. Commissioners will require an indication of cost and of mobilisation timeframes. Additional information: The outline timescales for the Expression Of Interest are as follows; Date of posting the Expression Of Interest to Contracts Finder: Tuesday 8th January 2019 Information Event: A Skype Video Conference with potential Providers will be held on Wednesday 16th January 2019 at 2.00pm. Interested parties should email mlcsu.tenders@nhs.net no later than 2.00pm Tuesday 15th January 2019 to secure a place on the Skype Video Conference. Providers will require a Skype login to access the Video Conference and a url link will be provided to Providers requesting access to the Skype Video Conference. Interested parties should email mlcsu.tenders@nhs.net with details of any questions they would like discussed during the Skype Video Conference. The deadline to formally submit written expressions of interest and response to 'Appendix A Expression of Interest response' is Wednesday 23rd January 2019 11am.
