Summary of the contracting process

Bristol City Council is exploring a single-supplier contract for services supporting children affected by parental offending, delivered in the South West of England. The scope combines three linked services: training and networking for professionals in schools, family help, family hubs and social care; direct, whole-family support for children, young people and the non-offending parent; and parenting courses for parents in prison. The support would include raising professional awareness, providing a point of contact for advice and resources, tailored one-to-one work, peer groups and activities for children, and help for imprisoned parents to maintain relationships with their children. The procurement falls within community, social and personal services.

This is an early planning and market-engagement exercise to test supplier interest, not an invitation to tender. Bristol City Council expects to procure the three services from one supplier, with an estimated total value of £80,000. The buyer has set an engagement end date of 30 December 2026, which is an indicative planning milestone rather than a bid deadline. Interested organisations are expected to register their interest and complete an Expression of Interest form as part of the engagement. The council has not yet set out a tender procedure, award method or formal evaluation criteria. The procurement is intended to inform whether and how the planned contract should proceed to market.

This will suit organisations able to combine professional training, family support and work with parents in prison within one coordinated service. Relevant providers are likely to have experience supporting children and young people affected by offending, delivering trauma-informed or otherwise tailored one-to-one interventions, facilitating peer groups and activities, and working with non-offending parents and wider families. Capability in designing and delivering training for schools, family services, family hubs and social-care professionals will be important, alongside the ability to act as a reliable advice and signposting point. Experience helping imprisoned parents maintain relationships with their children and supporting behaviour change would strengthen a future response. The council indicates that the requirement is suitable for SMEs and voluntary, community and social enterprises.

Notice Title

Children Affected by Parental Offending

Notice Description

Bristol City Council wishes to test the level of market interest in this contract. The contract would be for a single supplier to deliver three services; 1. Training for professionals to raise awareness Increase awareness amongst professionals working with children (e.g. schools, family help, family hubs and social care) about CAPO through training and networking events and serving as a point of contact for professionals seeking support or resources for families they are supporting. 2. Direct support to children and families Direct support for children and young people affected by parental offending which takes a whole family approach, supporting the wider family and remaining parent, as required. This will be tailored one-to-one support for children and peer support groups and activities for children, as well as for the non-offending parent. 3. Parenting courses for parents in prison Provide parents with the necessary skills to maintain strong relationships with their children despite being separated. These courses aim to improve family dynamics and reduce reoffending rates. Further information, as well as the Expression of Interest form which needs to be completed can be found once you have registered your interest on the advert. This is purely to test the level of market interest.
