Summary of the contracting process

The procurement process involves H M Revenue & Customs (HMRC) initiating a selective tender for the "1718CSTD37 Mid-Size Business Customer Survey." This project falls under the research services category and is aimed at understanding the specific needs of mid-size businesses in the UK. The tender period ended on 2 April 2018, while the contract commenced on 15 June 2018 and is set to conclude on 31 March 2021. The total contract value is £404,007, and the delivery location is London, United Kingdom. The procurement method was a call-off from an existing framework agreement.

This tender presents significant opportunities for research firms and consultancies, particularly those specialising in surveys and market analysis tailored to mid-size businesses. Companies that have experience in conducting customer surveys, understanding market trends, and providing actionable insights will be well-positioned to compete. Furthermore, as HMRC continues to focus on the distinct needs of mid-size enterprises, businesses that can demonstrate an understanding of this demographic's complexities will likely find an advantageous position in future procurement processes.

Notice Title

1718CSTD37 Mid-Size Business Customer Survey

Notice Description

HMRC recognises mid-size businesses as a distinct customer group, with specific needs that are distinct from those of large and small businesses. However, the grouping spans businesses with relatively straightforward needs in terms of their interaction with HMRC, to businesses looking to take on additional staff, start exporting their products and services, expand overseas, etc. This provides challenges to HMRC in terms of directing its support, as well as to researchers in this field, as there are different needs, expectations of interactions with HMRC and levels of agent use within the mid-size business population. Since 2015 HMRC has surveyed the mid-size business population annually. The decision to conduct a new survey from 2018-2021 reflects HMRC's intention to continue to monitor the experience of mid-size business customers and identify where future improvements to HMRC's tailored mid-size business model could be made. It should also respond to emerging policy-related evidence needs, which may vary between survey waves. Additional information: This contract was let following a further competition within the BEIS Research & Evaluation Framework.
