Summary of the contracting process

The Home Office is planning a procurement process for "Radiation Protection Advisory Services" aimed at providing essential safety measures across all UK ports and airports, including Juxtaposed Ports in Europe. The contract, valued at £2.5 million per year for a total of four years (£10 million), will commence on 1st October 2020 and conclude on 30th September 2024. This tender is currently in the planning stage and the procurement will follow an open procedure, allowing for a competitive bidding process. Businesses interested in this contract should note that the requirement includes 24-hour services and coverage throughout the UK.

This tender presents significant opportunities for businesses specialising in radiation protection services, particularly those that can provide comprehensive solutions including equipment supply, training, and on-site support. Companies with experience in regulatory compliance and safety protocols within the transport sector would be particularly well-suited to compete. The framework agreement will allow for multiple contracting authorities to use the services, increasing the potential market for successful bidders. SMEs are encouraged to apply given the framework’s aim to include smaller enterprises, enhancing the competitive landscape.

Notice Title

Radiation Protection Advisory Services for the Home Office and others

Notice Description

The Home Office requires a radiation protection advisory service across all ports and airports in the UK and its Juxtaposed Ports in Europe to ensure it meets its legal requirements under the Ionising Radiation Regulations 2017 (IRR17). Border Force is a law enforcement command within the Home Office. Border Force secures the Border and promotes National prosperity by facilitating the legitimate movement of individuals and goods, whilst preventing those that would cause harm from entering the UK. This is achieved through the immigration and customs checks carried out by staff at ports and airports who search baggage, vehicles and cargo for illicit goods at 140 sea and airports. Border Forces' priorities are to deter and prevent individuals and goods that would harm the national interests from entering the UK and to facilitate the legitimate movement of individuals and trade to and from the UK. The requirement includes provision of associated equipment (and its repair and calibration), a dosimetry service, training of staff on radiation issues, a 24-hour helpline and on-site attendance where requested. It may also include characterisation, transportation and disposal services for radioactive goods. It will be a framework agreement with only one supplier but potentially multiple Contracting Authorities as users of the framework. HMRC have expressed a wish to use the resulting contract. The framework will be available for use by Central Government Departments and their Agencies. It is not planned at this stage to hold a Supplier Information Meeting. In the event that this position changes, further information will be published with date, time and venue details. This procurement will be managed electronically via the Crown Commercial Service's eSourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https://www.crowncommercial.gov.uk/esourcing-register. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. For technical assistance on use of the e-Sourcing Suite please contact Crown Commercial Service Helpdesk: Freephone +44 3450103503. Please note the specific requirement for National coverage and a 24-hour service.
