Summary of the contracting process

The London Borough of Bromley has initiated a tender process for a Film Services contract under the industry category of Recreational, Cultural and Sporting Services. The aim is to find an experienced contractor to manage the Council's film service, leveraging Bromley's diverse assets as a filming location. This open procedure is currently in the tender stage, with a tender submission deadline set for 19th November 2024. The contract is valued between £450,000 and £500,000 and will commence on 1st February 2025, lasting three years with an option for a two-year extension. The tender is targeted at organisations within England, with specific suitability for SMEs and VCSEs.

This contract represents a significant opportunity for businesses in the film management and production sectors to expand their operations and increase their industry footprint. Companies with expertise in coordinating filming activities and experience working with local authorities would be well-suited to this tender. The arrangement will function as a Concessions Contract, where revenue will be generated and shared between the Council and the contractor, providing an incentive-driven business model. This opportunity could particularly benefit those with established relationships within the screen industries, looking to leverage local government collaborations for sustained business growth.

Notice Description

The Council is seeking an experienced film management contractor to manage the Council's film service contract. Bromley has a wide range of assets across the Borough making it an attractive location for many films. The film services contractor will engage with several departments across the Council as well as public and/ or private partners as required, to co-ordinate filming activities through a consistent and responsive service. This will be a Concessions Contract whereby the Council and Provider will both receive a share of the income. The Provider will be responsible for generating this income and the Council cannot guarantee any level of demand. The Contract will commence in February 2025 and be for a period of 3 years, with an option to extend for a further period up to 2 years at the sole discretion of the Council. The Council estimates the income of this Contract to be valued between PS450k and PS500k over the full 5-year duration, to be shared between the Council and the Provider.
