Notice Description

There's likely to be a significant increase in the amount of work in the Environment Agency's EU ETS Installations team, starting in the second half of financial year 2018/19. This is because we will be starting our preparation for Phase IV of EU ETS, involving a large scale data collection exercise, where we will collect a range of data required to determine operators' free allocations of allowances. We would expect this activity to last for approximately one year. At the same time, we will be continuing our front line business as usual activities to deliver our statutory duties, however there are some unknowns about the future implementation of the regime because of EU Exit. Therefore, we require the flexibility of having additional resource to deliver our business as usual activities, and / or the data collection exercise, without increasing our overall headcount. Therefore, we are seeking to source four full time equivalents (FTE) to provide the additional resource. We will let this contract to a single contractor or multiple contractors proposing candidates with the necessary experience, skills and capacity to successfully occupy the four FTE positions. Suppliers bidding for this requirement may propose one or more candidates in their submissions. However, please note that each candidate proposed must occupy one full FTE - a fraction of less than one (e.g. 0.75 FTE) will not be accepted and candidates will be disqualified from the tender process. The candidates must be based at the Environment Agency's Richard Fairclough House in Warrington and work no less than 37 hours per week. The deliverables include auditing and the provision of reports - more information is available in the tender pack on our e-tender portal (address given below). Please note that consortium bids or bids using subcontracting arrangements will not be accepted in this instance.
