Summary of the contracting process

The procurement process, initiated by The Department for Transport, aims to engage a contractor for the "Heathrow Airport Expansion Surface Access Modelling" project within the services industry. The contract, valued at £170,000, focuses on analysing the surface access impacts of a new North West runway at Heathrow. The procurement method is selective, involving a call-off from a framework agreement, and the contract period spans from 1st May 2018 to 30th September 2018. The tender period concluded on 26th January 2018, with the award notice published on 8th May 2018, indicating that the project is now complete.

This tender offers significant opportunities for consultancy firms and research services providers, particularly those specialising in transportation analysis and modelling. Businesses positioned to compete should ideally possess expertise in transport network modelling, particularly in relation to airport expansion projects, as well as experience with WebTAG compliance. Given the scale of the work, larger consultancy firms may be well-suited to fulfil the requirements outlined in the contract.

Notice Title

HEATHROW AIRPORT EXPANSION SURFACE ACCESS MODELLING

Notice Description

The principal objective of this proposal is to provide updated analysis of the surface access impacts of a new North West runway at Heathrow. Surface access mode shares can be obtained in-house using the NAAM2 and SoSERAS transport models. However, in order to assess the impact of passenger, employee and freight journeys on the transport networks it will be necessary to apply this data to third party models. This work will estimate future road congestion, rail crowding and passenger flows in the transport network and will be fully WebTAG compliant. The results will serve to provide robust evidence in the event of any legal challenge to the NPS. The successful consultants will need to model the impact of various sensitivities, including the introduction of Crossrail (8 trains per hour), a Western Rail link and a Southern Rail link as well as modelling both a 2 Runway
