Notice Description

The Contracting Authorities, NHS Southend Clinical Commissioning Group, NHS Castle Point & Rochford Clinical Commissioning Group and Southend Brough Council are seeking a suitably qualified provider to deliver a Mental Health Recovery College and a Wellbeing Cafe in South-east Essex, commencing 1st April 2019. The intention is to formally procure two new services to run from April 2019 for a period of five years plus the option to extend for two years. Further to extensive patient / service user, stakeholder and operational team engagement the future service model separates the two elements of service, both recovery focussed, but one element with a psycho-educational approach (the Recovery College) and the other element being a Wellbeing Cafe. The procurement will be split into two Lots (Lot 1 Recovery College and Lot 2 Wellbeing Cafe). Both elements will address mental health inequalities by working with more complex people within the system and enabling/empowering people to create their own peer opportunities as well as sign posting people to the right community or clinical support. Full details of the Contracting Authority requirements are set out the Specification available in the Procurement Documentation available in Atamis e-Procurement Portal. Bidders can choose to bid for one or both of the Lots. Bidders will be required to confirm before the 8th November 2018 (12:00) which Lot(s) they intend to bid for by completing Annex D in the Shared documents folder in the Atamis eProcurement Portal and submitting it via the messaging system, for their bid to be considered compliant. The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the 'Regulations'). As such, the procurement of the Services is being run as a bespoke, single stage process akin to the Open procedure, involving a number of evaluation stages which are outlined within the suite of procurement documents. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services. Please note that the ITT submission deadline is 12:00 on 15th November 2018 Additional information: The contract will be awarded on the basis of a 20:80 price: quality weighting using the published evaluation criteria in the procurement documents. Minimum score thresholds will also be used to ensure that only bids which meet minimum quality standards will be considered. A Presentation will be mandatory and is worth 20% of the overall quality marks. Further details are available in the Procurement Documentation.The aggregate contract value across both Lots inclusive of the potential option to extend is PS2,950,000. The aggregate contract value per Lot (inclusive of the potential option to extend) is below;Lot 1: Recovery College = PS1,708m Lot 2: Wellbeing Cafe = PS1,242mPrice will be evaluated against the Commercial Offer submitted for years 1 - 5 of the contract. The lowest priced Bid, including all financial elements will be awarded the maximum percentage for Price (20%) and other Bidders awarded a percentage in direct proportion to the relation between their Bid and the lowest priced Bid. It should be noted that the available budget for years 1 - 5 of the contract (not including any extension period) is PS1,220k Lot 1 and PS890,000 for Lot 2. The "Suggested Maximum Annual Price" for each year of the contract is set out below:Lot 1 = PS244,000 per annum for years 1 - 5 inclusiveLot 2 = PS186,000 for Year 1 and PS176,000 for years 2 - 5.The "Suggested Maximum Annual Price" for each year of the contract above will apply as affordability envelopes for each Lot for the purposes of bidding. Any bids received in excess of such affordability envelope will be rejected as non-compliant. The "Suggested Maximum Annual Price" should be used for indication of maximum value only.
