Notice Description

The London Borough of Newham established the Supporting Vulnerable Adults Dynamic Purchasing Vehicle (DPV) in 2023 which included seven (7) categories. Category 1 (Supported Living) has already been launched. The Authority is now inviting providers to a market engagement event for Category 2 which relates to Supporting Vulnerable Single Homeless Adults (SVSHA). Category 2 is to provide accommodation and/or community based housing related support for service users experiencing or at identified risk of homelessness and rough sleeping. The primary purpose of Category 2 is to support each resident at any given time to develop or re-develop the skills necessary to manage a tenancy and address their individual vulnerabilities. The aim of this event is to provide a brief outline of the commissioning intentions, to give an overview of the current services provided in Newham, describe the Council's visions going forward and explain the procurement process. It is anticipated that the procurement process will include an admission stage and only those providers who are successfully admitted to the DPV for Category 2 will then be invited to tender for contract(s) through mini-competition. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Authority is not committing, at this stage, to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any provider at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each providers own cost. No expense in responding to this process will be reimbursed by the Authority. This is not a call for competition. The virtual provider engagement session will be held via MS Teams between 10:00am-11:00am on Friday 1st March 2024.
