    National Highways invites tenders for a National Specialist Security Services contract, to provide safe and effective management of protest and trespass incidents that affect the operation and improvement of the Strategic Road Network. The procurement is for a contract to provide the services described in the procurement documentation under an amended NEC4 Term Service Short Contract for a period of 5 years, up to a maximum value of 20 000 000 GBP. The service requirements include (but are not limited to) the following: - Response to incidents at short notice. - Provision of relevant updates during incidents. - Provision of support to the emergency services when requested during an incident. - Process serving of court papers and any other legal documents to intended recipient(s). - Provision of support and feedback during lessons learnt sessions to aid continuous improvement. - Provision of support and evidence as required, post-incident. The Contractor must be knowledgeable, experienced and professional in the removal of unauthorised people from affected National Highways land and premises whilst adhering to Health, Safety & Wellbeing standards. Any other body leading, delivering, managing, improving and/or maintaining any trunk road will be able to place a task order under the contract Additional information: The Contracting Authority will use an E-Sourcing Portal in this procurement exercise. Information on how to take part in this Tender is detailed below: 1. Register your company on the E-Sourcing Portal (this is only required once) Visit - https://nationalhighways.ukp.app.jaggaer.com/ and click the link to register Accept the terms and conditions and click 'continue' - Enter your business and user details - Note the username you chose and click 'Save' when complete - You will shortly receive an email with your unique password. 2. Express an Interest in the tender - Login to the portal - Click the 'PQQ/ITTs Open to All Suppliers' link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier). Click on the relevant PQQ/ITT to access the content (ITT_818 - National Specialist Security Services). Click the 'Express Interest' button at the top of this page. This will move the PQQ/ITT into your 'My PQQs/My ITT's page. (This is a secure area reserved for your projects only). You can access any attachments by clicking the 'Buyer Attachments' in the 'PQQ/ITT Details box. 3. Responding to the tender - Click 'My Response' under 'PQQ/ITT Details', you can 'Create Response' or 'Decline to Respond' (please give a reason if declining). You can use the 'Messages' function to communicate with the buyer and seek any clarification. Note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ITT. There may be a mixture of online and offline actions for you to perform (there is detailed online help available). Submit your reply using the 'Submit Response' button at the top of the page. If you require any further assistance, please consult online help or contact the E-Sourcing Portal help desk. Tender documentation for contracts over 10,000 GBP will be published and made available to the public. You should also be aware that if your bid is successful the resulting contract will be published. In some circumstances, limited redactions will be made to tender documentation and/or contracts before they are published in order to comply with existing law, to protect commercial interests and for the protection of national security.     National Highways is seeking feedback on how best to procure a service to provide safe, efficient and effective management of protest and trespass incidents that affect the operation and improvement of the Strategic Road Network. Any resulting procurement for such services is not expected to cover the A303 Stonehenge project. National Highways is looking to engage with Specialist Security Service providers to understand the interest and capacity of the market to meet the following requirements: - Capacity & capability to respond to incidents at short notice and promptly establish the correct response requirement. - Be knowledgeable, experienced & professional in the removal of protestors/squatters from affected National Highways land and premises whilst adhering to Health, Safety & Wellbeing standards. - Provide relevant updates during incidents. - Provide support to the emergency services when requested during an incident. - Capacity & capability to serve court papers and any other legal documents to the intended recipient. - Support and provide feedback during lessons learnt sessions to aid continuous improvement. - Support and provide evidence to the emergency services as required, post-incident Additional information: National Highways has produced a Market Engagement questionnaire and supporting information pack. Responses to the questionnaire should be submitted by 17:00 on Monday 8 January 2024 . One-to-one follow up meetings with National Highways are planned for January/February 2024. Completed questionnaires are gratefully received. These, and any discussions at follow up meetings, will be treated as commercially confidential and will help inform the future strategy and procurement route for this service.
