Notice Description

The City of Wolverhampton Council is seeking to contract with a provider for the provision of detached youth work services for 8-18 year old's, and up to 25 years old for SEND young people. The aim is to lead work across the City to develop and embed a 'culture of belonging' where all children and young people feel part of their school and local community. Part of this is ensuring that youth provision is accessible and flexible, offered at times and in locations when and where young people need services most. Success will be measured not only by the number of young people participating in the offer overall, but also those young people who are most vulnerable being engaged in opportunities which are of interest and value to them. The successful provider will be expected to connect with over 3,500 children and young people each year. We are interested in receiving proposals from providers who can demonstrate; 1-That activities will be co-produced and co-delivered with young people. The provider will also be required to support the implementation of the #YES (Youth Engagement Strategy) by working with young people on seeking their ideas, views and aspirations on long term plans for youth provision in the City of Wolverhampton; 2-Experience of providing universal detached provision. 3-Can engage more and different young people, including vulnerable young people who may be on the cusp of involvement in ASB or other low-level crime or who may be fearful of accessing youth provision in the area or who have been a victim of crime; 4-Contribute consistently to young people's development; socially and emotionally; 5-Be able to draw in additional resources that can strengthen any future offer for example, trips, activities, equipment, resources, etc.. The intention is to award this contract for a period of 2 years (no extensions), to 31 March 2023 This tender is an Open Procedure under the Light Touch Regime (below threshold): The subject matter of this procurement process relates to the delivery of services which are listed to in Chapter 3, Section 7 to the PCR 2015 regulations. As such the full regime set out in the regulations will not apply to the award of the contract. Consequently, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment.
