Notice Description

GLOUCESTERSHIRE COUNTY COUNCIL ARE PROCURING A CLIENT MONEY AND CASE MANAGEMENT SYSTEM TO ENABLE THE COUNCIL TO DELIVER A FINANCE / DEPUTYSHIP APPOINTEE SERVICE Purpose of this procurement 1.1 The Council is looking to procure a Commercial Off The Shelf (COTS) client money and case management IT system to meet the requirements of the Council's Client Affairs team. The Client Affairs team deliver a finance deputyship / appointee service to approximately 500 vulnerable adults. The software will support the team to deliver a deputyship / appointee service and meet the requirements set out by the Office of the Public Guardian for the safeguarding of vulnerable adult's financial and property matters: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file /504368/SD6-Deputy-standards-public-authority-deputies.pdf For the avoidance of doubt we are not procuring a development contract i.e. bidders must have an existing solution which meets our requirement at the time of bidding. We wish to complete a successful process that attracts competition in order to achieve value for money for the Council. 1.4 Among other tasks the system must enable: Court of protection legal application workflows; Bank account reconciliation; Production of statutory Office of the Public Guardian deputyship reports; Management of client financial assets including vehicles and property; Production and storage of letter templates; Case note recording; Storage and retrieval of documents; Reporting on system data; System administration including user access controls. 1.5 A full technical requirements catalogue can be found at document 6. Current Service 2.1 The Client Affairs team uses a commercial off the shelf client money and case management IT system which is currently hosted on GCC servers. New Provision 3.1 Due to increased demand for the service, changes in legislation, and technical advances made since the current case management system was procured we wish to see who can offer such a service and what functionality the market now offers. 3.2 It is important to us to have a proactive working relationship with a supplier who shares our vision and is able to deliver it. We need a contract that not only has the facility to provide the functions we require but can also be adapted in order to meet changing customer, GCC and legal requirements. We want a vendor-supplier relationship that is forward thinking and collaborative. 3.3 We need to ensure that a new case management system is fit for purpose, future proofed and provides good value for money.
