Notice Description

The scope of this framework agreement is to provide The West Midlands Fire and Rescue Authority with collection and delivery of End of life Vehicles for training and demonstration purposes for RTC training (Road Traffic Collison) which will include cutting the vehicles, removing the doors/roof and setting the vehicles on fire in line with the End of Life Vehicles Specification. The vehicles required would include small passenger vehicles, passenger service vehicles, heavy goods vehicles and newer vehicles. The vehicles will remain the supplier's property at all times therefore risk will not pass to the Authority. The Authority will return all parts of the vehicle possible after the training/demonstrations are complete. The End of life Vehicles will be delivered to different locations as detailed in the specification however it is expected that the supplier is flexible regarding delivering vehicles to other locations on an ad-hoc basis. Bidders must pass parts 1 - 8 in the Tender Evaluation Questions document. In these pass/fail sections bidders must provide the following in order to be considered for the contract: * Achieve a moderate risk rating from Creditsafe and have a minimum turnover of PS344,000 * Have employer's liability insurance of PS5 million * Have public liability insurance of PS5 million * Be an approved End of Life Vehicles authorised treatment facility * Have a Scrap Metal Dealers Act site licence It is anticipated the Framework Agreement will start on 18/12/2017. The Framework Agreement is initially for 2 years with an optional 2 years' extension period. The framework will be awarded to the 3 highest scoring Tenderes for each Lot. The contract will be divided in the lots which bidders may tender for one, multiples or all lots Lot 1 - Coventry & Solihull Borough Command Areas Lot 2 - Birmingham Borough Command Areas Lot 3 - Black Country Borough Command Areas Bidders must be experienced in this field and be able to demonstrate its professional competence in providing a regular service.
