Summary of the contracting process

The Local Government Association has initiated a tender for a research project titled "LGA Good practice research on Empty Retail Units and what councils can do." This procurement falls under the services category, specifically focused on research services, and is based in London, United Kingdom. The procurement is currently in the Tender stage, with applications open until 16th October 2020. The estimated contract value is £25,000, with a minimum contract value of £10,000. The research aims to assist local authorities in addressing the challenges posed by empty retail units, particularly in high streets and town centres, following the decline in demand due to the pandemic.

This tender presents an opportunity for businesses, particularly small and medium enterprises (SMEs), with relevant experience in working with local authorities to contribute innovative solutions to revitalise high street areas. Companies specialising in research services and those with expertise in urban development, economic impact assessment, or community engagement would be well-suited to compete for this contract. The findings from this research will help shape strategies that could lead to increased business activity in previously struggling locations.

Notice Title

GB-London: LGA Good practice research on Empty Retail Units and what councils can do

Notice Description

LGA wishes to commission research to capture innovative practice and expert views to help local authorities on what they can do to help put empty vacant units, especially in high streets and town centres, to alternate uses. The pandemic and associated lockdown has resulted in a very significant reduction in demand for products and services from high streets. The impact of this is that many high street businesses are reducing their presence in town centres leaving the area and remaining neighbouring businesses with negative long-term consequences. Suppliers with suitable experience and track record of working with local authorities on this issue are invited to apply. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
