Summary of the contracting process

Bristol City Council is in the planning stage for the procurement of Green Gas certificates to supplement its existing gas supply contract. The tender, titled "Green Gas," falls under the gases industry category and is specific to the UK, focusing primarily on regions within England. The contract aims to increase the current Green Gas requirement from just under 4GWh/yr to approximately 11GWh/yr, covering more of the Council’s large gas-consuming sites. An important milestone in this process is the engagement end date set for 22 October 2024. The new supply arrangements are intended to start from April 2025 and run through September 2028. It is crucial to note that the Council seeks Green Gas certification that excludes the use of 'fuel crops' and does not involve a Green Gas tariff or Carbon offsetting options.

This procurement presents substantial opportunities for businesses involved in the production and certification of Green Gas, particularly those that can provide verification of Green Gas injection into the GB gas grid without utilising agricultural crops for biogas. Companies specialised in sustainable energy solutions and those offering renewable gas certifications will find this tender well-suited to their capabilities. Small and medium-sized enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) are particularly encouraged to participate, fostering business growth and contributing to the Council's environmental sustainability goals. Interested parties are encouraged to register their interest through the ProContract system.

Notice Description

Bristol City Council - Purchase of Green Gas certificates Bristol City Council (BCC) is looking at options for the purchase of Green Gas certificates. At present, BCC purchases RGGOs as part of its gas supply contract. This is limited to just under 4GWh/yr for three of the Council's largest gas consuming sites. Approval has been given to expand the number of sites covered by Green Gas arrangements, increasing the requirement to around 11GWh/yr. BCC is now looking at alternative procurement options for securing Green Gas certification for this increased volume. As part of this approval, BCC is looking to secure a supply of green gas that does not involve the use of 'fuel crops', ie agricultural crops that could be used as food instead being used to produce biogas. It is important that we can demonstrate that our Green Gas certification does not involve the use of fuel crops. These new arrangements would come into effect from April 2025, and BCC would be looking for a Green Gas certificate arrangement up to September 2028 (inclusive), to co-terminate with our gas supply contract. It should be noted that BCC is not looking for a Green Gas tariff, nor for Carbon offsetting options. Any certificates purchased must be directly traceable to Green Gas injection into the GB gas grid for the full volume covered.
