Summary of the contracting process

The Chester Recovery Campaign Media Partner tender, initiated by the Cheshire & Warrington Local Enterprise Partnership, is focused on securing a media partner for a marketing campaign aimed at revitalising tourism in Chester following the adverse impacts of the pandemic. This open procurement process falls under the recreational and cultural services category and is active as of 12 April 2022. The tender period concludes on 3 May 2022, and the contract is scheduled to commence on 9 May 2022, lasting until 30 June 2022. The estimated contract value is £66,500, with a minimum value of £50,000. The campaign is primarily located in the North West of England.

This tender presents unique opportunities for businesses, particularly those specialising in digital advertising, social media content creation, and tourism marketing, to engage in a strategically important project aimed at increasing domestic tourism and utilising the significant pent-up demand in the market. Companies with experience in delivering impactful marketing campaigns and those that can leverage their networks, such as rail operators with routes into Chester, may find themselves well-positioned to compete effectively for this opportunity. Engaging as a media partner will not only enhance visibility but also contribute to the recovery of local tourism businesses.

Notice Title

Chester Recovery Campaign Media Partner

Notice Description

Marketing Cheshire are looking to procure a Media partner for our Chester recovery campaign. VisitEngland, as the tourism delivery partner for the GREAT Campaign, launched in September 2020 the UK-wide domestic marketing campaign, Escape the Everyday. The campaign aims to support the UK tourism industry to post covid recovery by encouraging consumers to explore, discover and treat themselves on a UK short break. The recovery fund allowed DMOs to apply for grant funding to deliver local marketing activities aligned to the national campaign. The Visit England initiative has now been extended into 2022 and Marketing Cheshire has been successful in securing funding for a Chester focused marketing campaign. Securing this fund was through a highly competitive process. There is great expectation for the campaign to deliver for Chester and surrounds and we need to ensure we maximise the opportunity. We are now looking to secure a partner to plan and deliver an impactful media schedule. Chester and Cheshire has been severely affected by the pandemic. Our tourism businesses are still playing catch up to pre-pandemic visitor number levels. Overseas visitors are still yet to return in significant numbers. We anticipate there is significant pent-up demand within the domestic market to venture out (backed by national statistics) and experience what's on the doorstep. We intend to: - Deliver an inspiring and creative consumer campaign over a 6 week period; - Use 100% digital advertising media (as stipulated by VisitEngland); - Use a creative mix of social media, display, video, blogs, influencer generated content and paid digital press coverage; - Launch a new campaign landing page on visitchester.com (as the call to action) featuring a selection of a minimum 10 bookable products wrapped within inspiring itinerary copy, images; - Mirror the national Visit England Escape the Everyday campaign (Chester content will be featured within this). There is an excellent opportunity for several rail operators with routes into Chester to help amplify the campaign through their channels. We will also amplify the campaign through the Visit Cheshire website, visitcheshire.com, our own social channels and through our tourism partners channels. Submissions will only be accepted if they are returned via email to tenders@cheshireandwarrington.com
