PRIOR INFORMATION NOTICE - REQUEST FOR EXPRESSIONS OF INTEREST
Notice Description
NHS Leicester City Clinical Commissioning Group (CCG), on behalf of West Leicestershire CCG and East Leicestershire & Rutland CCG, is considering the procurement of a new service: Mental Health Triage & Navigation Service to provide signposting, advice and support referrals to the wider emotional health and wellbeing services available for children & young people (C&YP) and families; from online self-management resources to specialist child and adolescent mental health services. It is anticipated that this will be contracted for a period of 2/3 years with the possibility of an extension (to be confirmed). Estimated value for this is circa PS192k per annum. The CCG's will be commissioning the new service from December 2018 (exact date to be confirmed), which will. The purpose of the servcie is to:- * Reduce the number of referrals into CAMHS by at least 30% to enable Specialist CAMHS practitioners to focus on those C&YP requiring CAMHS assessment and treatment * Support professionals, families, carers, children, and young people to navigate across the pathway to gain timely access to the right care that meets their needs (emotional, lower level mental health and wellbeing) * Create central access for health service referrals and to improve the patient journey with timely navigation to appropriate support and interventions. * Ensuring C&YP are referred to the right service to meet their needs, accessing the full range of emotional, mental health and wellbeing services as described within our local transformation plan. The aim is to improve the patient journey to ensure C&YP are referred to the right service to meet their needs and that professionals, families, carers, C&YP are supported to navigate across the pathway, which would include :- * Online Counselling Service * Early Care and Early Help * Local Authority Emotional Health and Wellbeing Services * Early Intervention * Specialist CAMHS * Crisis & Home Treatment * Youth Justice * Looked After Children The purpose of this PIN is to understand the market's capacity and make providers award of the CCGs' intent. We would be grateful if any current providers of similar services and who may be interested in providing this service in the future to complete and submit a Pre-Qualification Questionnaire (PQQ), to be completed and submitted via the MLCSU eProcurement portal Bravo by the stated deadline. To do that, candidates need to register on the portal at https://mlcsu.bravosolution.co.uk. If your organisation has registered previously, you do not need to re-register. Once registered, candidates must express interest by: a) logging-in to the Portal, and b) selecting response to advert and PQQ (search for reference number pqq_463) and submit by the date specified. Additional information: NOTES "Light Touch Regime" services This procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations. The procedure which the contracting authorities are following is set out in the MOI and ITT. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement. Right to Cancel The contracting authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary. The contracting authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed. All dates, time periods and values specified in this notice are provisional and the contracting authority reserves the right to change these. Transparency The contracting authority is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR) and may be required to disclose information received in the course of this procurement under FOIA or the EIR. In addition, and in accordance with the UK Government's policies on transparency, the contracting authority intends to publish procurement documentation and the text of any resulting contractual arrangements, subject to possible redactions at the discretion of the contracting authority. Any redactions, whether in relation to information requests under FOIA, the EIR or policies on transparency will be in accordance with those grounds prescribed under the Freedom of Information Act 2000 and the Environmental Information Regulations 2004.
