Summary of the contracting process

NHS Essex Integrated Care Board is procuring a General Medical Services contract for Tollgate Practice in Stanway, Colchester. The provider will deliver core primary medical services to an established registered population of approximately 10,206 patients from the existing practice premises. The scope includes management of the registered patient list, clinical governance, safeguarding, information governance and integration with local health and care services. This is a primary healthcare services opportunity, including general-practitioner services. The requirement is intended to provide stable, resilient and high-quality care for the local population, with uninterrupted service delivery. It suits a provider able to operate from, or mobilise effectively to, the fixed Tollgate Practice premises and take responsibility for the full range of services under a nationally prescribed GMS contract.

The process reached tender: the buyer invited offers through an open procedure above the applicable threshold, under the Health Care Services (Provider Selection Regime) Regulations 2023. The deadline for tenders is 12 October 2026 at 12:00 BST. The stated contract period runs from 1 April 2027 to 31 March 2037, although the procurement describes the GMS contract itself as perpetual and not time limited; the 20-year period is used for valuation purposes only. The estimated value is £21,896,491.60, calculated on that notional 20-year term. Bids will be evaluated against the key criteria set out in the 2023 Regulations. The opportunity is identified as suitable for small and medium-sized enterprises.

This opportunity is suited to established GP and primary care providers with the clinical, operational and governance capability to run a registered practice. Bidders need an appropriately qualified workforce able to deliver core medical services consistently, maintain the registered patient list and support uninterrupted care from the existing premises. Relevant strength in clinical governance, safeguarding, information governance and collaboration with local health and care services will be important. Providers should also be able to mobilise effectively, maintain resilient staffing and assume responsibility for the practice’s ongoing service delivery. The requirement may suit an SME healthcare organisation where it has sufficient capacity, professional expertise and management systems to operate a full GMS service for a sizeable patient population and meet the regulatory framework governing the procurement.
