Bath & North East Somerset, Swindon and Wiltshire Integrated Community CAMHS
Notice Description
NHS Wiltshire CCG seeks to commission a Child and Adolescent Mental Health Service (CAMHS) for children and young people in Bath and North East Somerset, Swindon and Wiltshire. This procurement is being carried out by NHS South, Central & West Commissioning Support Unit (SCWCSU) on behalf of the Commissioners. Commissioners wish to secure a service to work in close partnership with education, health and social care (including the voluntary and community sector) to improve outcomes for children and young people who are experiencing mental health problems. The service will provide an accessible, integrated and flexible targeted and specialist mental health service to children and young people aged under 18 (up to 25 for Care Leavers and for children and young people with significant special educational needs and disability (SEND) where appropriate) in Bath & North East Somerset, Swindon and Wiltshire. The services being commissioned are Integrated (tier 2 & 3) Community CAMHS for Bath & North East Somerset and Wiltshire only. Swindon is commissioning a Tier 3 CAMHS service only. Should Swindon commission Tier 2 services via this contract at a later date, the value of the contract will be increased proportionally. The intended contract start date will be 1st April 2018. The contract duration will be for an initial period of 7 years, with the option to extend by any number of further periods up to a maximum of 3 years. The indicative budget for the service is PS8,818,028.00 per annum across the three identified geographies. The total contract value for the 7 years with up to 3 years optional extension is PS88,180,280.00. The indicative budget for Bath and North East Somerset is PS2,266,392.00 per annum. The indicative budget for Swindon is PS2,108,236.00 per annum. The indicative budget for Wiltshire is PS4,443,400.00 per annum. More detailed budget breakdown is provided in the Invitation to Negotiate documentation. Prospective bidders should note that the indicative budgets provided above are inclusive of national transformation funding for eating disorders, but are exclusive of any other transformation funding that may be made available during the course of the contract. For information, other transformation funding that was funded for these services in the Financial Year 2015/16 amounted to PS82,256 for Bath and North East Somerset, and PS155,777 for Wiltshire, to deliver on local priorities in respect of CAMHS transformation. Transformation funding for early intervention may be provided in part or in full to a future service provider however is provided within this advert for information only. Additional information: In response to feedback from GP's, other professionals and children, young people and their families, the service will; * provide a clear single point of access; * develop and implement effective prevention, early intervention and recovery pathways which will include the provision of direct support for those who do not require a specialist mental health response; * provide timely access to a choice of evidence based targeted and specialist support and treatment (available in community settings); * maximise opportunities to work in close partnership with children and young people's services including schools and primary care settings; * provide 24/7 mental health liaison and crisis resolution; and * operate during and outside the school day i.e. evenings and weekends. By shifting from a 'clinical' to a 'social' based model which focuses on early intervention, the service will provide improved access for children and young people to the right support they need (to include information & advice as well as specialist interventions). The service must constantly engage with children, young people, parents, carers, multi-agency professionals and commissioners to understand and meet the current and changing needs of the local populations. As well as developing provision to meet current needs, the service must evolve and remain adaptable throughout the contract period. The service will be expected to play a crucial role in giving more children and young people the emotional and mental health support they need, more quickly and more effectively, protecting them from the personal, social and economic costs of mental ill-health. The services being commissioned are Integrated (tier 2 & 3) Community CAMHS for Bath & North East Somerset and Wiltshire only. Swindon is commissioning a Tier 3 CAMHS service only. Should Swindon commission Tier 2 services via this contract at a later date, the value of the contract will be increased proportionally. Commissioners place significant value on the meaningful involvement of key stakeholders and, most importantly, children, young people and families in the design, development and review of the service. Consequently, the preferred provider shall be expected to work with stakeholders to shape the detailed service delivery del according to their needs and views in respect of key service requirements (including locations, days/hours of operation, referral & discharge processes and care pathways). This will happen between February and July 2017.
