Summary of the contracting process

The Bristol City Council has recently awarded a contract for the G&R/CPS/Freight Consolidation Project. This project aims to support 'first/last mile' freight deliveries within their Clean Air Zone through micro-consolidation hubs. The contract, valued at £57,093.05 GBP, was directly awarded to Constellia Public Limited via the SEWTAPS framework. The procurement stage is complete, with the contract period scheduled from 20th November 2023 to 31st March 2024.

This tender presents an opportunity for businesses, particularly those providing technical testing, analysis, and consultancy services, to engage with Bristol City Council. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations may find this tender particularly suitable. The deadline for tender submission was 20th October 2023, and the contract period offers potential for service provision and collaboration to support the city's air quality improvement initiatives.

Notice Title

G&R/CPS/Freight Consolidation Project

Notice Description

In November 2022, Bristol City Council established a Clean Air Zone (CAZ) that charges all non-compliant vehicles that enter its boundary. Recognising that the introduction of a non-compliance charge could potentially have disproportionate negative impacts on residents, visitors and businesses, BCC negotiated a PS42m package of mitigation measures with the Joint Air Quality Unit (JAQU) to support the transition to cleaner vehicles. A key element of the CAZ mitigation package was to provide support to 'first/last mile' freight deliveries into and out of the CAZ through provision of micro-consolidation hubs, which are last mile consolidation and distribution nodes located within or next to urban areas that enable optimisation and consolidation of freight deliveries. A PS2m Clean Air Fund grant was earmarked for this initiative. Bristol City Council is seeking professional services to assist in the development of a business case to establish the feasibility and investment justification for the proposed mitigation. Direct award to Constellia via SEWTAPS framework.
