Summary of the contracting process

The procurement process involves the Royal Air Force seeking a contractor to undertake the Survivable Power Enhancement (SPE) Study at RAF Fylingdales. This study addresses critical engineering issues related to the secondary power source for the Solid State Phased Array Radar (SSPAR). The contract, awarded on 2nd May 2017, has a total value of £38,246.25 and is categorised under emergency power systems. The contract period runs from 3rd May 2017 to 31st July 2017. The method of procurement used was selective, following a restricted procedure, and the tender period closed on 1st May 2017.

This tender presents opportunities for businesses specialising in engineering consultancy and power systems, particularly those with experience in emergency power solutions. Companies that are well-suited to compete would likely include small and medium-sized enterprises (SMEs) capable of delivering specialised services. The requirement for a thorough study and reporting of solutions creates a platform for those with innovative approaches to enhance power systems in critical environments.

Notice Title

Contract Award - Survivable Power Enhancement (SPE) Study at RAF Fylingdales

Notice Description

The Survivable Power Enhancement (SPE) consists of three diesel engines and is designed to provide a secondary source of power for the Solid State Phased Array Radar (SSPAR). Currently a number of significant engineering issues exist. These fundamentally affect its ability to safely and effectively provide standby power for operations. In addition these issues, compounded by inadequate planning during the original design and installation, make verification of the SPE's ability to restart and sustain radar operation difficult. Consequently in the event of main power failure, the correct and safe operation of the SPE under radar load cannot be assured. The successful contractor will undertake the following tasks: 1. Conduct a study into the SPE and associated systems. 2. Report findings and proposed solutions (including costs).
