Notice Description

Northamptonshire County Council (The Authority) is currently exploring the idea of commercialising its assets. With a property portfolio of nearly 200 sites, and approx. 150 roundabouts across Northamptonshire this presents a sizeable opportunity. Bus Shelter advertising is out of scope of this exercise. We are interested to hear from providers who may have an interest in establishing and managing an advertising portfolio across these sites. We envisage the advertising media to be a mixture of billboard and digital signage on the property estate, and smaller signage on the roundabouts, although we are open to suggestions on what would be most appealing to advertisers. We are using this PIN to engage with the provider market through a Questionnaire and a Market Engagement event. The Engagement event will be held in Northampton during the week beginning 30 April 2018. Please register an interest and message through the Pro-contract system to confirm your attendance at the event along with your name, contact and organisation details by 12:00pm, 19 April 2018. Due to room capacity, attendance at the engagement event will be limited to a maximum of two (2) representatives per provider. A copy of the market engagement questionnaire should be promptly completed by all providers seeking to participate in the market engagement exercise and returned to the Authority through Pro-contract messaging function no later than 12:00pm on 19 April 2018. Providers will be neither advantaged nor disadvantaged by responding to the questionnaire. At the engagement event we will tell interested providers more about the proposed advertising sites and what we are trying to achieve, and answer any questions. If time and numbers allow, the Authority may decide to hold further brief sessions with each provider at a date to be confirmed. The decision whether or not to meet individually with providers will be at the Authority's absolute discretion. Any meetings will follow the same format for each provider and the same questions will be asked of all providers. The Authority will be seeking responses to specific questions and the meetings, if held, will be used to enable providers to present relevant ideas for the future service. An expression of interest in this market event will not automatically entitle involvement in any future procurement exercise. The subsequent procurement will be advertised separately and all providers wanting to participate will need to respond to the procurement advertisement when published. The Authority is not liable for any costs, expenses or fees incurred by any party participating in the market engagement exercise including (but not limited to) the preparation of questionnaire responses and subsequent submissions and attendance at the Engagement Event.
