Summary of the contracting process

DSIT commissioned research into cyber risks in the UK robotics market. The work examines how robots are used across sectors including manufacturing, nuclear, marine, agriculture, health and social care, and logistics, and how cyber attacks could expose personal or proprietary information, exploit vulnerabilities, disrupt operations or enable unauthorised access and control. The research is intended to inform UK cyber security policy measures to safeguard robotics. Its findings will support DSIT’s Cyber Security and Digital Identity Directorate and Digital Infrastructure Directorate. The service is research and insights work, rather than the supply or installation of robotics or cyber security products. Delivery is focused on the United Kingdom, with the procurement also listing other locations internationally.

The procurement is complete and the contract was awarded to Corax Insights Limited on 7 September 2026. The awarded value is £88,000. The contract runs from 23 September 2026 to 17 March 2027. It was conducted as a mini-competition under the Government Commercial Agency’s RM6126 Research & Insights Dynamic Purchasing System, using a selective call-off procedure. The requirement was for a single research commission on cyber risks affecting robotics in the UK; no lots are recorded. The procurement identifies the work as suitable for small and medium-sized enterprises. The published information describes the policy purpose and research scope but does not state specific evaluation weightings or detailed selection thresholds.

This award demonstrates demand from DSIT for focused, policy-relevant research on cyber security risks in an emerging technology market. A credible competitor for a future robotics cyber-risk study would need to combine research and insights capability with the ability to understand connected-device vulnerabilities, cyber attack methods and the operational consequences of disruption or unauthorised control. Relevant sector knowledge should span the varied UK settings in which robots are used, including manufacturing, nuclear, marine, agriculture, health and social care, and logistics. Suppliers should be able to analyse threats to personal and proprietary information and produce findings useful to government policy teams. The selected supplier is an SME, and DSIT’s procurement marked the work suitable for SMEs, indicating that smaller research firms can compete through the relevant purchasing route. This is research work, not a robotics supply contract.

PS26198 - Cyber Risks in the UK Robotics Market

Notice Description

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the GCA RM6126 Research & Insights DPS Brief Description of Requirement The use of robots is expanding rapidly in the UK, across different industries. Robots are well-established in the manufacturing sector, and increasingly used in the nuclear industry, marine industry, agriculture, health and social care and logistics. Robots are widely discussed as a target of familiar cyber attacks. Sensitive information, including personal data and proprietary information, can be targeted by cyber criminals. Like other connected devices, robots may have vulnerabilities that can be exploited by hackers. These vulnerabilities can also lead to downtimes, or unauthorised access and control. The objective is to inform any cyber security policy measures needed to safeguard the use of robots in the UK. The findings will be used by the DSIT Cyber Security and Digital Identity Directorate and Digital Infrastructure Directorate, which lead on relevant policy.
