Summary of the contracting process

NHS England is initiating a Prior Information Notice (PIN) for the "Seasonal Pressures" support programme, aimed at enhancing surge capacity to assist local health systems across England. This procurement, classified under health services and estimated at £5 million, is currently in the planning stage, with a future notice expected to be published on 19th July 2021. The authority intends to conduct this procurement using an open procedure under the Public Contracts Regulations 2015, with the Invitation to Tender (ITT) anticipated for release in August 2021. A market engagement event is scheduled for 29th July 2021 to discuss service delivery models and gather insights from potential providers.

This tender presents a significant opportunity for businesses in the healthcare sector, particularly those specialising in community health services, discharge support, and surge capacity solutions. Small to medium-sized enterprises (SMEs) and voluntary community social enterprises (VCSEs) are encouraged to engage, as NHS England is seeking to foster collaboration among providers to develop a sustainable support model. Attending the market engagement event, where providers can network and share information, will allow interested businesses to refine their proposals and align with NHS priorities for effective service delivery.

Notice Title

Prior Information Notice (PIN) and Market Engagement For the Seasonal Pressures

Notice Description

NHS England & NHS Improvement aims to commission a national seasonal surge pressures support offer that will be made available across England (working with the 7 Regional areas) to local Trusts/ systems to help with surge capacity to support Hospital Discharge / Pathway 0 and community out of hospital wrap around care. Historically NHSEI has worked with national providers on a reactive basis to commission crisis surge response with short lead in times. This doesn't provide stability to the wider Sector nor does it provide best value for money for the NHS. This is an exciting opportunity to support the creation of a sustainable support offer for local systems to call for surge capacity support. This offer provides a robust commissioned offer from the Sector on a longer term contract allowing time for development and improvement of services, conduct a long term evaluation of impact and ensure better alignment to NHS priorities. The programme aims to fully demonstrate the need for surge capacity support to enhance resilience within health and care systems to reduce system pressures. This Prior Information Notice (PIN) is to advise prospective providers of the Commissioner's intention. It is our intention to hold a market engagement event on the morning of Thursday 29th July 9.30-1130am, to discuss our intended service delivery model and consult with parties interested in potentially bidding to deliver a lead provider or consortium offer for the national Surge Support Programme. The event will take the form of an online presentation and discussion organised through MS Teams and will outline our current thinking, the anticipated procurement process, general discussion, and requests for information. The process will also provide an opportunity to network with others providing support in this area already. NHSEI will use the opportunity to gather intelligence from providers who may influence and inform the development of the final tender. Please RSVP by Monday 26th July 5pm with the name, title and contact details for attendees (a maximum of two attendees per organisation) to: Natalie Gyami, Project Manager- Voluntary Partnerships Team: (email england.voluntarypartnerships@nhs.net) The commissioner reserves the right not to proceed with the Procurement, or any part thereof, or change the requirements as necessary at any time. It is the intention of the Authority that the procurement will be conducted as an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published August 2021. A separate advert will be released advising of this.
