GB-London: ERDF External Evaluation Consultancy Services
Notice Description
UAL is seeking to commission an independent external evaluation of the Fashion and Technology Emerging Futures project. The requirement is to review all project activity and produce, in line with the England European Regional Development Fund (ERDF) Programme 2014 to 2020 Guidance, an independent external evaluation report. Please refer to ITT documents for further details. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. 1. For the avoidance of doubt, the University is not a Contracting Authority or a Public Body for the purposes of the EU Public Procurement Directives and the Public Contracts Regulations 2015, and does not undertake to comply with the requirements therein. The University undertakes to treat all Respondents in this exercise fairly and equally. 2. Please note, tenders must be submitted electronically using the Delta e-sourcing portal only. Tenders submitted via any other means will not be accepted. Variant bids will not be accepted. 3. Suppliers must read through the complete set of instructions and follow the process before responding to this tender. 4. This contract will be tendered online using BiP Solutions' Delta-eSourcing Portal. 5. The information and/or documents for this opportunity are available on https://www.delta-esourcing.com/respond/8WZXZ22TZS 6. You must register on this site to respond, if you are already registered you will not need to register again, simply use your existing username and password. 7. Please note there is a password reminder link on the homepage. 8. Respondents must log in, go to your Response Manager and add the following tender-box access code: 8WZXZ22TZS 9. The Invitation to Tender documents have been uploaded through the Delta eSourcing Portal tenderbox External Evaluation Consultancy Services. 10. The deadline for submitting your electronic response(s) to the documents referred above is scheduled for 25 January 2018, at 12:00hrs. 11. If you experience any technical difficulties please contact the Delta eSourcing Helpdesk on T: 08452707050 or email helpdesk@delta-esourcing.com. 12. All tenders must be in sterling GBP and the resulting contract will be subject to English law. 13. The Offeror acknowledges the fact that by responding to the advert, the University is not liable for any cost incurred throughout the Procurement exercise. 14. The University does not bind itself to accept the lowest or any offer and reserves the right to accept an offer either in whole or in part, each service requirements for this purpose treated as being tendered separately. 15. All information supplied in connection with this contract notice shall be regarded as confidential and by submitting an offer, the Respondent agrees to be bound by the condition stated in the descriptive documents and the obligation to preserve the confidentiality of all such information. 16. Respondents are required to submit any questions arising from this invitation and the documentation set out herein using the 'email buyer' facility within the Delta e-sourcing portal. Any questions relating to the University's ITT raised outside of this facility will not be responded. 17. Answers to the questions formed as part of this tender process by the University will be communicated to all the Respondents on a standard format and without reference to the originator, through the Delta e-sourcing portal. 18. Please ensure that you allow yourself plenty of time when responding to this invitation prior to the closing date and time, especially if you have been asked to upload documents. 19. Failure to upload your response through the Delta e-sourcing portal will result in your offer being rejected. 20.
