Summary of the contracting process

The London Borough of Newham is currently in the planning stage of a procurement process titled "Youth Services Process & Impact Evaluation." This tender, associated with research and development consultancy services, is set to engage businesses in an initiative aimed at evaluating the impact of the Newham's Youth Empowerment Service (NYES). Interested parties should note that a soft market testing event is scheduled for 9th April 2021, where input on the proposed project specification will be gathered. The engagement end date is also set for 9th April 2021, indicating a swift timeline for potential bidders to prepare their contributions.

This tender presents significant opportunities for organisations involved in research, evaluation, and consultancy services, particularly small to medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Businesses equipped to undertake evaluations and research, especially those with experience in youth services or social impact assessments, would find this procurement well-suited to their capabilities. The aim is to develop a refined specification that meets both research needs and operational requirements, making it essential for competing organisations to demonstrate their expertise and innovative approaches during the market engagement process.

Notice Title

Youth Services Process & Impact Evaluation

Notice Description

The Newham's Youth Empowerment Service (NYES) is seeking your expertise. Our efforts of last year to procure a process evaluation of the service faced obstacles first from the Covid-19 lockdown and then from the conflicting interests of research and operational requirements. We have sought to address that conflict with the current specification, which we hope to put back out to tender shortly. Before that happens, we are holding a soft market testing event to discuss our proposed changes to the project specification and would like your expert input. It is our hope that the result of this event will be a specification that satisfies the requirements of both research and the NYES, and is within the capabilities of your organisations. The event will take place on Friday 9th April from 11:00 to 12:30. Please see the attached amended specification. Changes have been tracked and the text changed to blue. Also, there are several questions in the comments section along the margin. Please note that in the interests of fair play, all materials from the event will be shared along with the specification upon its publication including a recording of the event itself. The link to the Zoom meeting is provided below. We would also appreciate your RSVP to better predict attendance.
