S30071 TLOT10201 Local Transport Technical Advisory (LTTA) Panel
Notice Description
This Secondary Competition is for the provision of specialist technical support for the Local and Regional Transport Analysis (LRTA) team which sits under the Public Transport and Local Group Directorate (PLG) of the Department for Transport (DfT). The PLG Directorate is responsible in DfT for local transport infrastructure, strategy, planning, and integration functions, and supports the DfT's missions and government priorities, to deliver a transport system that drives economic growth, supports clean energy goals, enhances safety, and ensures opportunity and accessibility for all communities The LRTA team undertakes scrutiny of business cases at Strategic Outline Case (SOC), Outline Business Case (OBC) and Full Business Case (FBC) to develop Value for Money (VfM) advice for Investment Committees, senior officials and ministers. The business cases are often complex and use transport modelling and appraisal to support the case for investment. Transport modelling and appraisal expertise is required to provide support on the review of these business cases, advice on the consistency with Transport Analysis Guidance (TAG) and the HM Treasury Green Book and implications where the modelling approach differs from the standard approach. There are expected to be a significant number of business cases during the term of this contract for the Major Road Network (MRN) programme, Transport for City Regions Fund (TCR) and Ministry of Housing, Communities & Local Government's Building New Towns Programme (NTP). These are expected to cover a range of modes and modelling approaches. The MRN forms a middle tier of the country's busiest and most economically important local authority 'A' roads, sitting between the national Strategic Road Network (SRN) and the rest of the local road network. The creation of a MRN was aimed to improve infrastructure planning (coordination of how roads work together) and prioritise funding and investment towards the most important and impactful roads. The TCR provides multi-year, consolidated funding settlements to enhance the local transport networks of some of England's largest city regions, including investment in public and sustainable transport infrastructure. The NTP is a programme for development of new large new settlements containing at least 10,000 new homes each.
