Notice Description

This Work Order is to support continued development of Asset Health Indicators to meet National Highways commitments for RIS3. The requirements of this scope have been written to reflect our current understanding of the expected commitments National Highways will need to meet during RIS3 and the proposed milestones within the Road Period. These commitments are to be finalised between NH, DfT and ORR and so requirements may change in response. The expected RIS3 commitment is: "the agreement between ORR and NH is for NH to shadow report annual data for no less than 5 asset types from the start of RP3, develop and evaluate a prototype composite index by March 2027 to see if it is viable. NH to use asset health measures as a predictive tool to inform the setting of the initial, SOFA for RIS4 from April 2027. National Highways to undertake a review, no later than Autumn 2028, of the feasibility of formally including asset health metric(s) in Performance Specification for the remainder of RIS3 and/or RIS4."
