Local authorities are mandated to commission comprehensive open access sexual health services, including free sexually transmitted infections (STIs) testing and treatment, notification of sexual partners of infected persons, provision of contraception. The COVID 9 pandemic has resulted in unprecedented pressures on providers of health services. The pandemic is yet to peak in this country and it is anticipated the recovery phase could be in the region of 6-12 months. To conduct a procurement exercise during the height of a public health crisis, with the expectation providers will be mobilised for a contract start date of April 2021, is unfeasible at this time.
