Summary of the contracting process

The Warwickshire County Council is currently in the planning stage of a market test titled "WCC - Market Test for Community provision for adults with disabilities, neurodevelopmental conditions and/or mental health needs." This initiative focuses on the health and social work services industry and is located in the West Midlands, United Kingdom. The engagement period for this tender will conclude on 11 December 2020. The council is inviting organisations that deliver community support to contribute to the redesign of the community support model, with the goal of understanding the local market's potential to provide the necessary support services.

This market testing process presents significant opportunities for businesses involved in care and support services, particularly those that are small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Organisations well-suited to compete will be those that can demonstrate innovative approaches to delivering community support services tailored for adults with disabilities and mental health needs. By participating in this engagement, providers can influence the commissioning process and position themselves to benefit from future contracts that aim to enhance community support systems across Warwickshire.

Notice Title

WCC - Market Test for Community provision for adults with disabilities, neurodevelopmental conditions and/or mental health needs,

Notice Description

WCC and the Warwickshire CCGs are inviting organisations delivering community support to contribute to the redesign of the community support model. The market testing will inform the understanding of the potential of the local market to provide the required support offer and to explore innovative ways of delivering the community support services. This is not a procurement/tender exercise. This is an opportunity for current and prospective care and support providers to help to inform the design of community services for adults with disabilities, neurodevelopmental conditions, mental health needs and/or early onset dementia (for people aged under 65). Warwickshire County Council (WCC), Coventry & Rugby CCG (CRCCG), North Warwickshire CCG (WNCCG) and South Warwickshire CCG (SWCCG) ('the CCGs') are working together to re-design and re-procure the community provision. The redesign and re-procurement of community provision for this population cohort is necessary in the context of rising demand, cost pressures, a focus on personalisation and outcomes, changes in operational processes and the need for market sustainability. This recommissioning activity will look to ensure that there is a clear and coordinated support offer for people in the community that encourages self-sufficiency, maximises independence and choice and supports people to stay healthy and well. Emphasis will be placed on individual outcomes and personalised solutions for customers by commissioning services that are responsive, flexible, sustainable and affordable. Bringing the commissioning of community support under one umbrella and enabling greater use of personal budgets will facilitate better flexibility for providers and a more consolidated approach to contract management. Warwickshire County Council will be using its e-tendering system (CSW-JETS) for the administration of this market testing process. Providers must register with the system to be able to express an interest and download documents. The web address for CSW-JETS is: www.csw-jets.co.uk Registration and use of CSW-JETS is free. All correspondence or clarifications relating to this procurement must be via the CSWJETS correspondence function. If you are having trouble registering with CSWJETS please email us at:procurement@warwickshire.gov.uk Providers must register on CSW-JETS and express an interest in this project in order to download market test documents and be able to correspond with us about this.
