Highways England wishes to appoint a consultant who can provide PFI specialist and technical support to its staff responsible for the management of ten Design Build Finance and Operate (DBFO) projects. The consultant will require extensive knowledge of the application of DBFO contracts, as well as engineering expertise across a range of disciplines.
