Summary of the contracting process

The UK Urban NO2 Monitoring Network tender is being conducted by the Department for Environment, Food and Rural Affairs (Defra), aiming to establish a national monitoring network for measuring annual average NO2 concentrations on major urban roads across the UK. The tender is currently in the active stage and is set to conclude on 30th August 2019, with the contract expected to commence on 15th October 2019 and run until 31st March 2022. This initiative falls under the Environmental Services category, specifically focussing on air quality management and pollution monitoring, with work anticipated in various regions including London, the North East, and the South West of England. The procurement method utilised is a competitive procedure with negotiation, which is typical for contracts above the specified threshold.

This tender presents a valuable opportunity for businesses operating within environmental services, particularly those specialising in air quality management and monitoring. Companies that are small and medium-sized enterprises (SMEs) or voluntary, community, and social enterprises (VCSEs) would be particularly well-suited to participate in this competitive process. With the focus on establishing a robust air quality monitoring system, firms with expertise in environmental analytics and data collection can leverage this opportunity to grow and expand their operational capabilities in public sector contracts.

Notice Title

UK Urban NO2 Monitoring Network

Notice Description

Defra require measurement data for annual average NO2 roadside concentrations for major urban roads with relevant public exposure across the UK, to be delivered through a new national NO2 monitoring network. The primary aim of this national monitoring network is to supplement the current Automatic Urban and Rural Network (AURN) and Pollution Climate Mapping (PCM) model NO2 assessment at roadside locations where the difference between national and local air quality assessments is greatest, in order to provide a more accurate assessment of local level NO2 concentrations in the national UK compliance assessment reported to the European Commission. This roadside NO2 monitoring network will be owned and managed by the Environment Agency (EA) (the "Authority"). Defra will support and work with the Environment Agency to set up this new network. Additional information: The procurement documentation is available on the Authority's e-tendering website.
