Grant Competition For Provision Of Support To Victims Of Rape Or Sexual Abuse In England And Wales
Notice Description
This notice launches the competition for the provision of support for Victims of Rape and Sexual Abuse across England and Wales, however not including the following Police and Crime Commissioner areas: - Cambridgeshire (nicky.phillipson@cambs.pnn.police.uk) - Essex (PFCC@essex.pnn.police.uk) - Hampshire (Karen.dawes@hampshire.pnn.police.uk); and (emma.robertson@hampshire.pnn.police.uk) - London (MOPAC) (Jain.Lemom@mopac.london.gov.uk) - Nottinghamshire Nicola.wade11977@nottinghamshire.pnn.police.uk) Between 1 April 2019 and 31 March 2022, the Authority will seek to explore the potential benefits of full local commissioning of rape and sexual abuse support services with the above five PCC test areas. Rape and sexual abuse support services in these areas will be directly commissioned by their respective local PCC based on local needs. Funding is available for the provision of specialist support services to female and male victims of rape and sexual abuse. Grant funding will be awarded for three years - from April 2019 to March 2022. Applicants will also be eligible to apply for an uplift to the Grant if they can demonstrate that they deliver a service that is tailored to meet the specific needs of victims of child sexual abuse; supporting and providing them with the skills to cope and recover. The purpose of this grant is to provide victims of rape and sexual abuse with access to a wide range of support. Bids will be evaluated on quality of service offered; strategic intention and value for money. Consideration will also be given to geographical location in order to ensure that there is an even spread of services across England and Wales. Additional information: 1) Type of procedure: Successful bidders will be funded by award of a grant. The Authority is not obliged to comply with the full requirements of the Public Contract Regulations but the Authority will conduct a process similar to the competitive procedure and will comply with its obligations of equal treatment, transparency, non-discrimination and proportionality at all times during the competition. The competition is subject to Cabinet Office Best Practice Guidelines. 2) Objective criteria for choosing the number of candidates: Bidders will need to answer positively to the "showstopper" questions in the Technical section of the Evaluation Criteria and Weightings in order to proceed to the next stage. Bidders must also meet the Eligibility Criteria as described in section 5.3 of the Descriptive Document and avoid meeting any of the Mandatory Exclusion Grounds as outlined in Annex A. 3) Economic and financial assessment Economic and Financial assessment will form part of the Evaluation Process. Should the criteria not be met, the Authority will exclude Potential Providers from the process. Please refer to section 5 of the Descriptive Document. The Government has an obligation to ensure that grant funded organisations are financially sustainable, MoJ grant funding is not intended to provide all of the Grant Recipient's costs nor be the sole source of funding. 4) Registration: The Authority will be performing events through its e-Sourcing Portal known as Bravo. The e-Sourcing Portal is an online application that allows all potential suppliers to create and submit their responses to tenders via the internet. 5) Bidders Instructions to express an interest in this tender: a) Login to the Portal with the username / password; b) Click the 'PQQs / ITTs Open To All Suppliers' link. c) Click on the relevant ITT to access the content using the following: ITT Code - ITT_2246 Project Code - prj_2753 d) Click the 'Express Interest' button at the top of the page. This will move the ITT into your 'My PQQs/ My ITTs' page.
