Notice Description

North Northamptonshire Council (hereafter referred to as the "Council") is looking for a partner to wholly manage a solution for a subsidised home composter scheme for its residents. This must provide an end-to-end managed solution for the ordering and delivery of home composters to residents within the North Northamptonshire geographic area. The Council will be looking to subsidise the costs of the container, with residents making a small contribution to the purchase price and paying all delivery charges. The supplier must be in a position fulfil any orders to residents made as a result of this scheme within twenty-one (21) calendar days of order. The use of any web-based ordering system must ensure that it has safe and secure merchant services to ensure that any payment made by residents would be compliant with both financial conduct rules and requirements under General Data Protection Regulations. This is an early engagement notice to enable the Council to best understand the current delivery options available in the market. It is intended that the outcome of this Notice will be used to further inform the Council's procurement and contract model, but the Council is under no obligation to any potential Supplier and/or makes no guarantees to any party, resulting from feedback received to this Notice. If your organisation is interested in this opportunity and believe they could provide the requirement to the Council, in line with the Scope of Services set out above, please confirm your interest to charlotte.tompkins@northnorthants.gov.uk or michael.bailey@northnorthants.gov.uk by no later than 12:00 noon on the closing date of this notice. Potential Suppliers must note that completion of the procurement documents will require access to the internet, word processing software (e.g., Microsoft Word); and/or spreadsheet software (e.g., Microsoft Excel). This Early Engagement must not be considered as confirmation by North Northamptonshire Council that any future procurement opportunity will be forthcoming as a result of any activity undertaken as part of the Council's Early Engagement activities. The Council does not bind itself to running a procurement or awarding any resultant contract, following the conclusion of this Early Engagement activity. In accordance with the requirements of the Council's Contract Procedure Rules, it is committed to conducting this Early Engagement activity in such a way that it does not prejudice any future potential bidder.
