Summary of the contracting process

The Greater London Authority (GLA) initiated a tender titled "Tender for the provision of Licence Lite Generating Capacity" to facilitate the purchase of electricity from small-scale generating operations for selected commercial and public sector consumers in London. The procurement, classified under the electricity industry category, followed a selective and negotiated procedure. Originally published on 4th June 2015, the tender period concluded on 15th June 2015, with the contract period set from 1st October 2015 to 30th September 2020. However, it is important to note that this tender has since been cancelled.

This opportunity could benefit businesses engaged in electricity supply, energy generation, or those offering related services in the London area. Companies focusing on renewable energy sources and decentralised energy solutions would be particularly well-suited to compete in this market. With the GLA's emphasis on enhancing the pricing mechanisms for decentralised energy generators, there exists potential for growth and collaboration among businesses aiming to provide innovative energy solutions.

Notice Title

Tender for the provision of Licence Lite Generating Capacity

Notice Description

In March 2013 the Greater London Authority (The GLA) applied to 'Ofgem' for a Junior Electricity Supply Licence, known as 'Licence Lite', on the basis of the GLA as licensee being relieved of it's obligation to be a party to the relevant industry codes as described below. A condition of the GLA being eligible to be granted a licence without being a party to the codes is that a licensed electricity supplier who IS party to the codes provides the GLA certain services to enable the GLA to operate as a licensed supplier. A Third Party Licensed Supplier has now been appointed via a competitive process. The next stage of the project is for the GLA to be granted a Junior Electricity Supply Licence ('Licence Lite') in order it to purchase electricity from small scale electricity generating operations and supply selected commercial and public sector consumers within London. The GLA's objective is that by this means it will facilitate decentralised energy generators in obtaining a better price for the electricity they export, rather than relying on power purchase agreements entered into in the usual way.
