Summary of the contracting process

The Ministry of Justice (MoJ) is initiating market engagement for the HMCTS Bulk Access Service, focused on the bulk provision of wills and grants of probate. This process, currently in the planning stage, aims to gather insights from potential and current users of the Probate Bulk Access Service operated by His Majesty's Courts and Tribunals Service (HMCTS). The industry category is Electronic Data Management (EDM), with additional classifications in data services, electronic data exchange services, administration services, and documentation services. The engagement will cover various locations, including the United Kingdom, Europe, British Overseas Territories, Isle of Man, Channel Islands, and the rest of the world. Interested organisations are invited to attend a virtual market engagement event on 16th December 2024, with responses due by 2nd December 2024, and subsequent one-to-one interviews from 23rd December 2024 to 13th January 2025. The engagement end date is 13th January 2025.

This tender provides significant opportunities for businesses operating in sectors such as legacy management, genealogy, and related fields. Organisations participating in the market engagement can influence the future development and payment model of the Probate Bulk Access Service. This is particularly suitable for SMEs and voluntary, community, and social enterprises (VCSEs) looking to expand their data management and electronic data exchange capabilities. By contributing to this engagement, businesses can gain early access to valuable probate data, helping them to enhance their service offerings and explore new revenue streams. The process does not commit participants to using the service but rather aims to gather comprehensive feedback to inform potential future improvements.
